How cricket found its way back to Chinnaswamy

After months of uncertainty following a tragic stampede incident, the M. Chinnaswamy Stadium has received conditional approval from the Karnataka government to resume hosting high-profile matches. The incident prompted a high-level review and the formation of the Justice John Michael Cunha Committee, whose recommendations became central to restoring cricket at the venue.

With a newly elected panel leading the Karnataka State Cricket Association (KSCA), the focus has shifted to execution. The revival process involved engagement with the state government, law enforcement, civic authorities, and the BCCI, alongside a reassessment of stadium infrastructure and matchday operations. Measures in gate management, holding areas, medical preparedness, fire safety, and crowd movement have been prioritised.

In an interview, Sujith Somasunder, vice-president of the KSCA, detailed the safety and infrastructure measures being implemented as cricket prepares to return to Bengaluru.

The government has given a conditional green signal for matches to return. Can you take us through the process to reach this stage?

The government had halted matches here, and we had to request a re-examination for resuming international cricket with crowds. We met the Chief Minister, Deputy Chief Minister, and Home Minister to understand their concerns. They were receptive and guided us to the BBMP Commissioner, Police Commissioner, and heads of various departments.

We examined the Cunha Committee's recommendations and began acting on them. We also engaged with the BCCI, which needed formal government approval to consider Chinnaswamy as an international venue again. We kept RCB informed as the IPL was the next major event. We also received support from Anil Kumble, Javagal Srinath, and Rahul Dravid.

What implementations have been carried out regarding security, infrastructure, and the Committee's recommendations?

Key measures were mandated. Gates had to meet specific width and height requirements. Holding areas were created for spectators to be frisked or have documents checked before entry.

Medical preparedness was critical. Ambulances have been provided, fire engines need clear access, and water availability has been ensured.

Parking is a challenge due to land constraints. We have worked with the Police Commissioner's office, learning from large events like New Year celebrations. We will encourage the use of public transport, including the Metro and buses, as providing parking for a 35,000-capacity crowd is not feasible.

Who led these discussions with the government and law enforcement agencies?

Venkatesh Prasad (KSCA president) led the entire process. His stature helped immensely. He was supported by Vinay Mruthyunjaya, our press spokesperson, Santosh Menon (secretary), and treasurer Madhukar. It was a collective leadership effort.

Was there any official inquiry by the new regime into the stampede? What were the findings and immediate changes?

The event was not the responsibility of the Chinnaswamy Stadium. The celebration was organised following RCB's title win, and the decision lay with RCB. KSCA's role is that of a venue provider.

However, KSCA is responsible for safety and security protocols. Our focus is on ensuring infrastructure and systems are capable of managing such situations. We aim to turn the stadium into a smart stadium using AI-enabled cameras and systems to issue alerts, direct crowds, and manage gates effectively.

For international matches, have you streamlined ticketing, entry procedures, and crowd control measures?

Our primary focus is on international matches. We aim to implement the Cunha Committee's recommendations on gate numbers, locations, widths, holding areas, and crowd capacity per gate and stand. Using AI, cameras, and software systems will enhance crowd management.

We can use social media to inform fans in advance about entry points, gates, and seating. Once gate-management and crowd-management systems are in place, the process will be streamlined.

RCB offered to partner with KSCA on AI-enabled cameras. Has KSCA taken them up on that offer?

Making the stadium "smart" involves using AI and technology. Multiple agencies have approached us with expertise. We will finalise the agency after evaluating options, considering RCB's recommendations or independent selections. Discussions will follow now that we have conditional approval.

Can you elaborate on the procedures for on-site medical facilities and enhanced fire safety access?

There is a mandate to have a minimum number of ambulances stationed at the venue, and we will ensure those requirements are met, with extra ambulances and clear access routes.

For fire safety, we are putting in place a dedicated tank or reservoir to provide a specified quantity of water. Fire engines will have unobstructed access. This work is in progress and will be completed within stipulated timelines.

How do you plan to regain public trust and reassure fans that safety is the priority?

Education is key. We will communicate the measures in place. AI-enabled cameras will be monitored by trained personnel. Public announcement systems across the stadium will provide real-time instructions.

We will use social media to share educational videos, such as what to do in a critical situation like a stampede. We plan to start with ticketed events involving smaller crowds, as recommended, to build confidence before gradually increasing attendance.

Has KSCA considered leveraging RCB fan associations to help with crowd awareness and management?

It is a novel thought and worth exploring in the future. However, at this stage, we will take full ownership and accountability for crowd management. Once we are independently capable and confident, we can explore collaboration with fan groups or other agencies.

What is the overall expenditure involved in these safety and infrastructure upgrades?

I am not handling the financial side, but these measures must be implemented at any cost. Ensuring safety and compliance is non-negotiable.

Are there plans to refurbish stands, food stalls, bathrooms, and other fan facilities?

Absolutely. Enhancing fan experience is integral. Basic hygiene cannot be compromised. Facilities like toilets, seating, and cleanliness are mandatory and a core part of the upgrade.

Will there be stricter screening of vendors and service providers at the venue?

Yes. We will engage only with vendors and service providers who understand our mandates and are capable of meeting world-class standards. This alignment is essential for delivering a quality experience.
