IPL Captains' Meeting Agenda

The IPL captains' meeting with the BCCI will cover several key issues, with the main focus expected to be on discussions and clarifications around the two-bouncer rule, bat checks, ball replacement, use of saliva, and the retired-out provision. Other topics include the innings timer (60-second clock), the Impact Player rule, the concussion substitute clause, and code of conduct rules.

Javagal Srinath and Nitin Menon—heads of the BCCI's match referees and umpires' panels, respectively—will address the captains. The meeting is scheduled from 4:30 PM to 6:00 PM on Wednesday, March 25.

The BCCI has shared the playing conditions for the season with franchises, highlighting key changes to specific rules. A review of the new season's playing conditions shows that the rules around ball replacement have been elaborated in detail, which was absent in last year's version.

Key Rule Elaboration: Ball Replacement (Rule 4.4)

  • Standard Replacement: If the ball is lost, unrecoverable, or becomes unfit for play through normal use, umpires will replace it with a ball of comparable wear. The umpire must inform the batter and fielding captain.
  • Second Innings Request: The team bowling second can request a ball change once after the completion of the 10th over. This request is applicable only once during the second innings of evening games and must be made after an over ends. Umpires will change the ball with one of similar wear. Umpires retain discretion to change the ball at any time.

Illustrative Scenarios:

  • Scenario 1: If umpires change the ball before the 10th over for being wet, damaged, etc., the fielding captain can still make the one mandatory request after the 10th over.
  • Scenario 2: If a captain requests and gets a ball change after the 11th over, a subsequent request a few overs later will be at the umpires' discretion.
  • Scenario 3: If a captain successfully requests a change during the 11th over due to damage, and then requests a change due to dew 5 overs later, umpires must mandatorily change the ball.

The session will also cover other items like Team Sheets, Toss Procedures, Broadcast Media Commitments, and Awards. It will begin with an introduction by IPL COO Hemang Amin.
