Strong ICC pushback likely over Pakistan's India-match boycott stance

The news of Pakistan's potential boycott of the marquee India game at the T20 World Cup is not being taken seriously in industry circles. There is a perception that the announcement, curiously made by the Pakistan government, may not be the final word.

It is unclear whether the Pakistan Cricket Board (PCB) has formally communicated this stance to the International Cricket Council (ICC). However, there is a perception of severe consequences if Pakistan follows through and forfeits only the India match. The ICC is unlikely to accept an act that questions its sovereignty. A significant pushback from the ICC headquarters in Dubai appears guaranteed.

The ICC is clear it does not want a dangerous precedent set and will act if its authority is questioned randomly at the last minute. While exact measures are unknown, possibilities include:

  • Asking member boards not to issue No-Objection Certificates (NOCs) for the Pakistan Super League (PSL).
  • Imposing a ban on Pakistan from the Asia Cup.
  • Withholding PCB's share of ICC revenues.

The India-Pakistan match is the most significant fixture of the 55-game World Cup. Its value cannot be quantified in isolation as it is part of the overall tournament package.

Conventionally, each India international fixture is valued at around USD 10-11 million. An India-Pakistan clash could be worth double that amount or more. A conservative estimate of the loss from a forfeit would exceed INR 200 crore.

ICC warns against selective participation

Late on Sunday, the ICC issued a statement with a veiled threat that selective participation will not be tolerated.

"The position of selective participation is difficult to reconcile with the fundamental premise of a global sporting event where all qualified teams are expected to compete on equal terms per the event schedule. ICC tournaments are built on sporting integrity, competitiveness, consistency and fairness, and selective participation undermines the spirit and sanctity of the competitions.

"The ICC's priority remains the successful delivery of the ICC Men's T20 World Cup which should also be the responsibility of all its members including the PCB. It expects the PCB to explore a mutually acceptable resolution, which protects the interests of all stakeholders."

It further added, "While the ICC respects the roles of governments in matters of national policy, this decision is not in the interest of the global game or the welfare of fans worldwide, including millions in Pakistan… The ICC hopes that the PCB will consider the significant and long-term implications for cricket in its own country as this is likely to impact the global cricket ecosystem, which it is itself a member and beneficiary of."
